Solar Incentives News - August 28, 2025

US tariffs exacerbate oversupply, cloud solar incentive landscape Singapore/NEW DELHI, Aug. 28 (Reuters) - A 50% U.S. tariff on solar panel imports from India, coupled with looming anti-dumping duties, is set to deepen India’s solar module oversupply and dampen domestic project bidding, industry officials and analysts warn. President Trump’s administration imposed the steep surcharge this week under the One Big Beautiful Bill Act, effectively removing a key federal incentive for Indian manufacturers to export to their largest international market. As India added 11.3 GW of solar capacity in Q2-up 145.4% year-over-year-and reached an 18 GW buildout in the first half, a slowdown in new tenders is already under way. “We anticipate India will reach overcapacity as early as 2026, exacerbated by loss of U.S. market access,” said Mackenzie Yanarysh, a consulting analyst.
Tax-credit expiration intensifies homeowner rush With the 30% residential solar Investment Tax Credit set to expire December 31, homeowners and installers nationwide are racing to lock in savings. Nonprofit Rewiring America launched an outreach campaign Monday to alert consumers that the federal clean energy credit, which covers rooftop solar systems and heat pumps, will vanish at year’s end. “We expect homeowners to continue taking advantage of these credits while they’re still available,” said Rewiring America policy director Zach Pierce. Electricity prices rose 5.5% in July versus last year, making the credits more valuable-but also more urgent to claim.
State-level incentives pivot to infrastructure investment New Jersey’s draft RGGI investment plan, released Aug. 27, proposes diverting Regional Greenhouse Gas Initiative funds toward storage and solar infrastructure projects, alongside multifamily housing electrification. The $955 million proposal would accelerate wind and solar build-out under a refreshed investment framework, marking a strategic shift from past spending on transit and building retrofits. If adopted, the plan could serve as a model for other states seeking to sustain solar adoption as federal incentives wind down.
