Affordable Housing Developments and Policy Moves on August 30, 2025

TITUSVILLE, FLORIDA (August 30, 2025) - Construction has officially begun on Forest Glen, an $28 million affordable housing community designed specifically for low-income seniors in Brevard County. Developed by Housing Trust Group in partnership with HFH Supportive Housing, the project will deliver 80 units-72 one-bedroom and eight two-bedroom apartments-with monthly rents ranging from $750 to $1,350 for households earning 40 percent to 60 percent of area median income.
Forest Glen’s amenities include a multipurpose clubhouse, fitness center, pool, bocce ball court, BBQ stations, and a dog park, alongside weekly resident check-ins, social and wellness events, and financial management support. Funding comprises $23.6 million in Low-Income Housing Tax Credits syndicated through Raymond James, $22 million in construction loans from TD Bank, and a $6.8 million permanent loan from Grandbridge Real Estate Capital. BDI Construction serves as general contractor, with FK Companies as architect and interior designer, B.S.E. Consultants as engineer, and Susan Hall Landscape Architect overseeing outdoor spaces.
JAMESTOWN, NEW YORK (August 30, 2025) - City Council has quietly approved the creation of Pilot Residential Districts-flexible zoning areas on publicly owned parcels aimed at expediting infill housing development in neighborhoods identified as in need of investment. The pilot districts allow for revised zoning standards while maintaining site plan review and neighborhood compatibility.
City development director Crystal Surdyk noted that these districts target areas affected by home demolitions, aging housing stock, and other challenges. By enabling innovative infill projects without waiting for a full zoning code rewrite, officials hope to accelerate affordable housing production and spur neighborhood revitalization, addressing homelessness and vacancy issues more swiftly than under existing regulations.
