Costco’s Exclusive Early-Entry Policy Takes Effect Today

SEATTLE, Sept. 2, 2025 - Costco Wholesale’s much-debated shopping policy officially comes into force today, granting exclusive early-entry privileges to Executive Members nationwide and strictly barring other members from accessing warehouses during that window.
According to a company announcement, only Costco Executive Members-a tier that carries a $130 annual fee-may enter stores from 9 a.m. to 10 a.m. on weekdays and Sundays, and from 9:30 a.m. to 10 a.m. on Saturdays. All Gold Star and Business members, each of which costs $65 per year, must wait until the conclusion of those early-entry windows before shopping is permitted.
The policy, first introduced in June with a two-month grace period, was scheduled to begin strict enforcement on Sept. 1. However, because Costco locations observe Labor Day closures, customers will see the change in effect for the first time today, Sept. 2.
Costco defended the move as a way to “reward loyalty” among its highest-tier members, citing that Executive Members account for approximately 73% of membership-driven sales. The exclusive hour is intended as an additional perk alongside the existing 2% annual cashback and monthly service credits available to Executive tier shoppers.
Customer response has been sharply divided. Some Executive Members welcome the quieter, less crowded shopping environment. Others view the policy as exclusionary, arguing that it penalizes lower-tier members who still pay substantial annual fees. Several non-Executive shoppers have voiced frustration on social media and in interviews, warning that they may downgrade or cancel memberships in protest.
Industry analysts note that the early-access policy aligns Costco more closely with competitors like Sam’s Club, which already offers premium-member shopping windows. The change is part of a broader strategic push to monetize loyalty tiers and drive membership upgrades as operating pressures and competition in wholesale retail intensify.
