EU Ban on Gel Nail Polish Takes Effect

Brussels, September 2, 2025 - The European Union’s sweeping prohibition on gel nail polishes containing the photoinitiator trimethylbenzoyl diphenylphosphine oxide (TPO) officially came into force on September 1, 2025, marking a significant shift in cosmetic regulations aimed at safeguarding reproductive health.
In a move finalized under Regulation (EC) No. 1223/2009 and Omnibus VII (Regulation No. 2025/977), the EU reclassified TPO as a CMR 1B substance-carcinogenic, mutagenic, or toxic to reproduction-resulting in a total ban on TPO in all cosmetic formulations sold, marketed, or used within the 27 member states.
Manufacturers and professional salons were required to withdraw existing TPO-containing gel nail products immediately, with no grace period for selling through remaining stock. The prohibition encompasses both retail and professional applications, compelling nail technicians to transition to TPO-free alternatives without exception.
Dermatologists and consumer safety experts hailed the ban as a precautionary measure, citing animal studies that linked high-dose TPO exposure to fertility issues-complete infertility in female rodents and reduced testes size in males-though such doses exceed typical human exposure during manicures. “While large-scale human studies are still lacking, the EU opted for a cautious approach to protect consumers and beauty professionals,” stated Dr. Hannah Kopelman of DermOnDemand.
Industry reactions have been mixed. Some gel polish suppliers expressed concerns about the rapid implementation timeline, noting that reformulation and certification of TPO-free products pose logistical challenges. Leading brands like Manucurist, however, already offer 100% TPO-free gel lines, positioning themselves ahead of the regulatory curve.
Outside the EU, regulatory timelines differ. The United Kingdom has signaled plans to ban TPO in cosmetics by late 2026, granting domestic businesses additional transition time. Meanwhile, the United States continues to leave TPO unregulated, though consumer demand for TPO-free and UV-free manicure options is on the rise.
Salon clients and DIY enthusiasts are advised to verify ingredient lists and inquire about TPO-free certifications when booking gel manicures. The EU’s decisive action underscores a growing emphasis on non-toxic beauty innovations and may prompt further restrictions on other photoinitiators in the coming years.
