USCIS Unveils Overhaul of Naturalization Civics Test

WASHINGTON, Sept. 17, 2025 - U.S. Citizenship and Immigration Services announced today a comprehensive revision of the naturalization civics test, expanding question pools and tightening eligibility standards for applicants filing on or after October 18, 2025.

The 2025 overhaul restores a version first introduced in 2020 and emphasizes deeper knowledge of American history, government and civic values. USCIS aims to ensure new citizens possess the language skills and civic understanding necessary to fully participate in American society.

Major Test Changes

  • Question pool expanded from 100 to 128 potential questions
  • Oral test now comprises up to 20 questions; applicants must answer 12 correctly to pass
  • Examiners will cease questioning once an applicant reaches 12 correct or 9 incorrect responses
  • Applicants aged 65+ with 20 years’ permanent residency receive a simplified 10-question test, requiring 6 correct answers

Strengthened Vetting and Moral Character Standards

USCIS also announced enhanced reviews of good moral character and disability exceptions, alongside resumed neighborhood investigations to verify applicant eligibility. The agency clarified that unlawful voting, registration and false claims to citizenship will disqualify candidates from naturalization.
